H.Res.525- Designate Antifa a Terrorist Organization

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

Whereas members of Antifa, because they believe that free speech is equivalent to violence, have used threats of violence in the pursuit of suppressing opposing political ideologies;

Whereas Antifa represents opposition to the democratic ideals of peaceful assembly and free speech for all;

Resolved, That the House of Representatives calls for the groups and organizations across the country who act under the banner of Antifa to be designated as domestic terrorist organizations.

Ending Support for Internet Censorship Act

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

Big Tech routinely censors and suppresses conservative voices online. Under this bill, the Communications Decency Act would be amended to encourage providers of interactive computer services to provide content moderation that is politically neutral. The bill would remove big tech’s immunity received under Section 230 unless they submit to an external audit that would prove that their algorithms and content-removal policies remain politically neutral. The bill only applies to large technology companies, not small and medium-sized startups.

H.R.38 - Concealed Carry Reciprocity Act of 2019

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

This bill allows a qualified individual to carry a concealed handgun into or possess a concealed handgun in another state that allows individuals to carry concealed firearms.

A qualified individual must (1) be eligible to possess, transport, or receive a firearm under federal law; (2) carry a valid photo identification document; and (3) carry a valid concealed carry permit issued by any state or be eligible to carry a concealed firearm in his or her state of residence.

Additionally, the bill specifies that a qualified individual who lawfully carries or possesses a concealed handgun in another state (1) is not subject to the federal prohibition on possessing a firearm in a school zone, and (2) may carry or possess the concealed handgun in federally owned lands that are open to the public.

H.R.962 - Born-Alive Abortion Survivors Protection Act

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

This bill establishes requirements for the degree of care a health care practitioner must exercise in the event a child is born alive following an abortion or attempted abortion.

A health care practitioner who is present must (1) exercise the same degree of care as reasonably provided to another child born alive at the same gestational age, and (2) immediately admit the child to a hospital. The bill also requires a health care practitioner or other employee to immediately report any failure to comply with this requirement to law enforcement.

A person who violates the requirements is subject to criminal penalties—a fine, up to five years in prison, or both.

Additionally, an individual who intentionally kills or attempts to kill a child born alive is subject to prosecution for murder.

The bill bars the criminal prosecution of a mother of a child born alive for conspiracy to violate these provisions, for being an accessory after the fact, or for concealment of felony.

A woman who undergoes an abortion or attempted abortion may file a civil action for damages against an individual who violates this bill.

H.R.2713 - People's Liberation Army (PLA) Visa Security Act

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

Every year, we routinely give out research visas to Chinese students affiliated with the Chinese People's Liberation Army. These students often do research on top secret military projects for the Department of Defense. This bill would put an end to that incredibly foolish practice.

H.R.490 - Heartbeat Protection Act of 2019

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

This bill makes it a crime for a physician to knowingly perform an abortion (1) without determining whether the fetus has a detectable heartbeat, (2) without informing the mother of the results, or (3) after determining that a fetus has a detectable heartbeat.

It provides an exception for an abortion that is necessary to save the life of a mother whose life is endangered by a physical (but not psychological or emotional) disorder, illness, or condition.

A physician who performs a prohibited abortion is subject to criminal penalties—a fine, up to five years in prison, or both.

A woman who undergoes a prohibited abortion may not be prosecuted for violating or conspiring to violate the provisions of this bill.

H.R.2278 - RAISE Act

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

To amend the Immigration and Nationality Act to establish a skills-based immigration points system, to focus family-sponsored immigration on spouses and minor children, to eliminate the Diversity Visa Program, to set a limit on the number of refugees admitted annually to the United States, and for other purposes.

H.R.714 - EL CHAPO Act

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

This bill requires the forfeited profits of Joaquin Archivaldo Guzman Loera (El Chapo) from his illicit drug trafficking enterprise to be reserved for border security measures between the United States and Mexico, including the completion of a wall.

Additionally, it requires the forfeited funds from the felony conviction of a member of a drug cartel to be reserved for border security measures between the United States and Mexico, including the completion of a wall.

Transparent Drug Pricing Act

James Tulp Congress Mississippi Michael Guest District 3 Jackson Mississippi

The Transparent Drug Pricing Act has three main components:

PRICE TRANSPARENCY

Pharmacies MUST inform patients what it would cost to purchase drugs out-of-pocket instead of using their insurance and co-pay. If patients choose to pay out-of-pocket (which is often cheaper), the total cost would be applied to their deductible. Consumers should not be penalized for shopping for the best price. And they must get this information at the point of sale.

CHOICE

Insurance companies MUST inform patients of the total costs of their prescription drugs 60 days prior to open enrollment. This will allow patients to be consumers and shop around for the best deal. Once those costs are set, they cannot be changed for a full 12 months. This will give patients – particularly seniors living on a fixed income – confidence that their drug costs won’t suddenly increase.

FAIRNESS

Drug companies CANNOT charge American consumers more for prescription drugs than they charge consumers in other industrialized nations like Great Britain, Canada or Germany. There is no reason why U.S. pharmaceutical companies sell drugs to people in foreign countries far cheaper than what they charge Americans.  This provision would sunset after 5 years.
